SECTION 5 LIAISON DURING THE CONSTRUCTION AND OPERATIONAL PHASES

Developers are responsible for ensuring effective information delivery and communication and are obligated to make their contractors bear the same responsibility. If the offshore wind sector can establish mutual trust with fishermen early on, encouraging them to communicate and participate in a timely manner with a cooperative spirit, it will help reduce disputes. The fishing liaison plan should be updated during the planning and construction phases of the offshore wind farm project and then updated again during the operation period, and contractors should be informed to comply.
5.1 為施工及維運人員提供資訊 Information for Construction and Maintenance Personnel

The following information applies to all personnel engaged in installation and maintenance operations. Offshore wind farm developers and operators are particularly urged to remind their contractors to read this, as contractors may have shorter working periods on offshore wind projects and more frequent personnel changes.

Contractors, developers, operators, and fishermen must all be aware that navigational safety is paramount, whether in pre-construction preparation, during construction, or operation. Due to the incompatibility between the SSB/DSB of fishing boats (rafts) and the VHF of offshore wind farm work vessels, the use of appropriate radio equipment will help ensure effective contact (see “3.4. Information Dissemination and Communication during Maritime Activities”).
5.2 計畫內容的更新 Project Updates

Detailed information on the proposed work plan should be provided to the local Coast Guard Inspection Station of the Ocean Affairs Council and any other relevant fishermen’s associations. Individual fishermen should also be informed. The proposed work plan should ideally be notified two months in advance or at least one month prior. This Guidance emphasizes the critical liaison timing. The liaison personnel should have already been in contact before the start of construction or maintenance work, and a good working relationship should have been established.
5.3 其他聯絡管道 Other Contacts

Good communication is key to building a working relationship based on mutual trust. It includes disseminating information to all parties as early as possible. A Notice to Mariners should be issued well in advance of any construction or operation activities. If, for some reason, there is not a reasonable amount of time to give advance notice, then the relevant information should be communicated directly to local fishermen through FIRs.

Compiling and maintaining a list of local key liaison personnel will be the responsibility of each offshore wind farm developer and operator. Before starting construction, the CFLOs and FIRs should establish contact with any fisheries stakeholders and fishing activities in the area. Additionally, developers and operators can request fishery radio stations to broadcast safety-related information.
